Here is a story from the Daily Herald. (PDF) It outlines a way of making school taxes fairer and I have to say that I agree with it totally, except in one point. It make it more complicated and it makes it so there is more accountability which means it will cost twice as much for the administration of it because government doesn’t make anything easy.
